This qualification is required by anyone who wishes to authorise the sale or supply of alcohol in England and Wales. By successfully completing this course and applying to your local council, you become a Personal Licence Holder (PLH). This allows you to supervise and authorise alcohol sales at any premises that holds a Premises Licence (e.g., pubs, bars, off-licences, and restaurants). You must be over 18 years old to apply for the licence.

The course covers the core knowledge required to sell alcohol legally and responsibly under the Licensing Act 2003. Key topics include:

• The law on the sale of alcohol and related penalties.

• The responsibilities of the Personal Licence Holder and the Designated Premises Supervisor (DPS).

• Understanding and preventing public nuisance, crime, and disorder.

• The effects of alcohol on the human body and how to identify and refuse service to a drunk person.

• The law regarding the sale of alcohol to minors and age verification policies.

The course typically requires one full day of virtual or classroom learning.

• Delivery and Assessment: The course is assessed by a multiple-choice examination which is taken online. The exam is conducted under remote invigilation (Highfield), requiring a PC/Laptop with a camera and a secure testing environment.

• Licence Renewal: Unlike in Scotland, the Personal Licence in England and Wales does not have to be renewed. Once granted by the local council, the licence remains valid indefinitely unless it is revoked or surrendered. However, PLHs should stay updated on any changes to the licensing laws.
